Scholarships in Pakistan 2026 — Complete Guide for Students

Every year thousands of Pakistani students search for a scholarship so that money does not stop their education. The good news is that the federal government, the Higher Education Commission (HEC) and all four provincial governments run real scholarship programmes for students at matric, intermediate and undergraduate level. The bad news is that most of these programmes open for a short time each year, and dozens of fake websites publish wrong last dates and wrong amounts.

This guide covers the main government scholarships a Pakistani student searches for: the Benazir Undergraduate Scholarship (formerly Ehsaas), HEC Need-Based Scholarships, Benazir Taleemi Wazaif for school and college children of BISP families, the Chief Minister Punjab Honhaar Scholarship, PEEF (Punjab), SEEF (Sindh), KPEF and the Chief Minister's Higher Education Endowment Fund (Khyber Pakhtunkhwa), BEEF (Balochistan) and the board scholarships for position holders. For every programme you will find who can apply, the current status and the official website. Every status below was checked on the official websites on 24 October 2026 — always re-check the official website before applying, because rounds open and close during the year.

Golden rule: A government scholarship is always applied for through its official website or office, and applying is free. If any website, agent or social media page asks you for money for a scholarship form or registration, it is a scam — read the warning at the end of this post.

1. Benazir Undergraduate Scholarship (Formerly Ehsaas) — HEC

This is the country's largest undergraduate scholarship project, run by the Higher Education Commission (HEC). It was launched as the Ehsaas Undergraduate Scholarship and HEC now lists it as the BISP Scholarships for Undergraduates / Benazir Undergraduate Scholarship Project. It is made for students who have completed FA/FSc/Intermediate but cannot afford university education. According to HEC, the scholarship covers the university tuition fee and a stipend throughout the four to five years of the degree, in all major fields including engineering, medical, agriculture, business, physical sciences, arts and social sciences. To support female education, 50% of the scholarships are reserved for female students, and 2% are reserved for physically challenged students.

LevelUndergraduate — 4 and 5 year degree programmes
Who Can ApplyStudents enrolled in undergraduate programmes at public sector universities, from families with limited financial resources. Students of affiliated colleges/campuses are NOT eligible, and two-year programmes, associate degrees and Master's programmes are excluded (HEC).
What It CoversUniversity tuition fee plus a stipend for the full degree duration (HEC)
StatusApplications currently closed. HEC's official How to Apply page states: "The scholarship portal is currently closed." Applications for the last round have closed; the new round will be announced on the official HEC website.
Official Websitehec.gov.pk — application portal (when open): ehsaas.hec.gov.pk

How to apply (when the round opens): Apply online on the HEC portal, then submit the printed application form with supporting documents to the Financial Aid Office of your own university. Do NOT send the hard copy directly to HEC or BISP — HEC's own instructions say applications sent directly are not the correct route.

2. HEC Need-Based Scholarships

The HEC Need-Based Scholarship is HEC's regular financial assistance scheme for students studying at participating public sector universities and institutions who cannot afford their studies for financial reasons. The important thing to understand is that HEC does not take applications directly — the whole process runs through your own university.

LevelUndergraduate (students admitted in approved disciplines at participating universities/institutions)
Who Can ApplyStudents who have secured admission at a participating university/institution and are facing financial constraints. Students who are already enrolled at the university can also apply.
What It CoversFinancial support for deserving students, paid through the university — HEC does not transfer funds directly to students.
StatusOngoing through universities. There is no single national last date: each participating university announces its own schedule through its Financial Aid Office.
Official Websitehec.gov.pk — HEC Need Based Scholarships

How to apply: Get the Scholarship Application Form from the Financial Aid Office (FAO) of your university (the form can also be downloaded from the HEC page linked above), fill it in, attach the supporting documents and submit it back to the same Financial Aid Office. If you have just taken admission, visit your FAO in the first weeks of the semester and ask about the need-based scholarship schedule.

3. Benazir Taleemi Wazaif — BISP (For School & College Children)

Benazir Taleemi Wazaif is an education stipend programme of the Benazir Income Support Programme (BISP). It is not a scholarship you win on merit — it is a conditional cash transfer for the children of women who are active BISP Kafaalat beneficiaries. A quarterly stipend is paid for every enrolled child, girls receive a higher stipend than boys to encourage girls' education, and a one-time bonus is given to girls on completing primary education. The payment continues only while the child stays enrolled and keeps the required attendance (about 70%).

LevelPrimary, Secondary (Matric) and Higher Secondary (Intermediate) — children of about 4 to 22 years of age
Who Can ApplyChildren of active BISP Kafaalat beneficiary women, enrolled in a recognized school or college, with regular attendance
What It CoversA quarterly cash stipend for each enrolled child (higher for girls), paid with the mother's BISP payments. Stipend rates are revised from time to time — check the current rate at the BISP office or the 8171 portal.
StatusOngoing. Enrolment is continuous through BISP offices — there is no once-a-year application deadline.
Official Website8171.bisp.gov.pk (BISP) — check eligibility and payment status with the mother's CNIC

How to register: The mother visits the nearest BISP tehsil office with her CNIC and the child's NADRA B-Form. The child is registered, the school verifies the child's enrolment and attendance, and the stipend then starts with the regular BISP payments.

4. Chief Minister Punjab Honhaar Scholarship

The Honhaar Undergraduate Scholarship is the Government of Punjab's flagship scholarship programme, run through the Punjab Higher Education Commission (PHEC). It is a merit-based programme for talented students with a Punjab domicile who are studying selected undergraduate disciplines at selected public sector universities and colleges (and selected partner institutions). The scholarship covers 100% of the tuition fee of selected students for their undergraduate degree.

LevelUndergraduate (selected disciplines at selected institutions)
Who Can ApplyStudents holding a domicile of any district of Punjab, enrolled in an eligible undergraduate discipline at an eligible institution, who meet the marks and family income criteria given on the official portal

5. PEEF Scholarships — Punjab Educational Endowment Fund

The Punjab Educational Endowment Fund (PEEF) is the Government of Punjab's scholarship fund for talented and needy students. PEEF awards scholarships at Intermediate, Graduation and Master's level. Its Outreach Scholarships are awarded on board examination results, and a Special Quota is reserved for orphans, children of government servants in BPS 1–4, children belonging to minority religions, special (disabled) children, children of civilians martyred in terrorist attacks and children of divorced mothers. PEEF has also allocated scholarship quotas for students of other provinces, AJK, Gilgit-Baltistan and Islamabad.

Who Can ApplyStudents who passed Matric or Intermediate in the annual examination of their board with at least 60% marks, have taken admission as a full-time student in a regular institution in the same year, and whose parents' monthly income (from all sources) is Rs. 60,000 or less (PEEF criteria; some categories are exempt from the income limit). The student must not be availing any other educational scholarship.

Official Websitepeef.org.pk — existing scholars can check their scholarship status on the PEEF Student's Portal

How to apply: For Outreach Scholarships, PEEF itself identifies top students from board results and contacts them through their institutions. For Special Quota Scholarships, applications are invited online through the PEEF student portal when a round is announced — watch the PEEF website and newspaper advertisements after your board result.

6. SEEF Scholarships — Sindh Educational Endowment Fund

The Sindh Educational Endowment Fund (SEEF) Trust, under the College Education Department, Government of Sindh, provides financial assistance to talented and needy students of Sindh so they can complete graduate and post-graduate education at reputable public and private sector universities — including in fields such as Information Technology, Engineering, Medicine and Business Administration. A quota is also kept for Sindh-domiciled students studying at institutions in other provinces. Special quota scholarships are given to orphan students, children of government employees, students belonging to minorities and students with special needs.

LevelUndergraduate (Graduate) and Post-Graduate

7. KP Scholarships — KPEF & Chief Minister's Higher Education Endowment Fund

In Khyber Pakhtunkhwa, scholarships are run by the Khyber Pakhtunkhwa Education Foundation (KPEF) under the Higher Education Department. KPEF awards fully funded merit-cum-need scholarships to BS and MS students of Khyber Pakhtunkhwa — including the merged districts — who are studying in top universities across Pakistan; the programme has been extended to dozens of universities and applications are processed through a fully digitized portal. Priority is given to orphans, minorities, transgender students and persons with disabilities, and BISP-registered students receive special consideration. Scholarships under the Chief Minister's Higher Education Endowment Fund are also awarded for undergraduate and post-graduate programmes, and the provincial government has recently added Rs. 300 million to expand the KPEF scholarship programme.

8. BEEF Scholarships — Balochistan Education Endowment Fund

The Balochistan Education Endowment Fund (BEEF) was established by the Government of Balochistan in 2014 as the province's single channel for scholarship schemes. BEEF supports talented and financially disadvantaged students at all educational levels — schools, colleges, universities and professional institutions — inside Balochistan, in other provinces and, under specific schemes, abroad. BEEF works pro-actively: it collects data from boards and institutions and reaches deserving students at district level, with special quotas for extremely marginalized students.

LevelSchool, Intermediate, DAE, Undergraduate and higher levels — scheme-wise
Who Can ApplyTalented and deserving students of Balochistan (domicile holders), under the criteria of each scheme
What It CoversMerit-based and need-oriented scholarship support under different BEEF schemes (fully funded and partially funded schemes)

Official Websitebeef.org.pk

How to apply: Follow the scheme announcement on the BEEF website. For many BEEF schemes, applications are submitted through your own institution, and for merit schemes BEEF also identifies students directly from board and institution data.

9. Board Scholarships for Position Holders (National Talent Scholarships)

Every Board of Intermediate and Secondary Education (BISE) rewards its top students. Under the National Talent Scholarships and board scholarship schemes, the top position holders of the SSC (Matric) examination receive a monthly stipend, tuition fee support and a one-time books grant for the whole duration of their Intermediate course; boards likewise award scholarships to the top position holders of the Intermediate (HSSC) examination for their first degree courses — for example, BISE Kohat awards National Talent Scholarships to its top 17 Science group and top 8 Humanities group position holders at SSC level, and separate scholarships to group-wise position holders of the Intermediate examination. Rates and the number of scholarships are fixed by each board and are revised from time to time.

LevelMatric (SSC) position holders — for Intermediate study; Intermediate (HSSC) position holders — for degree study
Who Can ApplyTop position holders of the board's annual SSC and HSSC examinations (group-wise: Science, Humanities, Pre-Medical, Pre-Engineering and others)

How to Apply for a Scholarship in Pakistan — General Steps

  1. Pick the right scholarship: Match your level (matric, inter or undergraduate) and your province/domicile with the table above.
  2. Open the official website from the links in this post and read the latest advertisement and eligibility criteria carefully.
  3. Check the status: If the portal is closed or the round has ended, do not fill any form on any other website — wait for the new round to be announced on the official website.
  4. Prepare your documents (see the list below) before the portal opens, so you never miss a last date.
  5. Apply exactly as the official advertisement says — online portal, university Financial Aid Office, BISP office or through your institution, whichever the programme requires.
  6. Submit before the last date and keep your application number, printout or acknowledgement safe.
  7. Complete the verification — scrutiny of documents, interview or home/income verification — through your institution when you are shortlisted.

Documents Usually Required

  • Student's CNIC or B-Form, and parents'/guardian's CNIC
  • Domicile certificate
  • Result cards / transcripts of the last examinations (Matric, Intermediate)
  • Income certificate or salary slip of parents/guardian (income affidavit where required)
  • Admission / enrolment proof and fee challan of the current institution
  • Recent passport-size photographs; utility bills where the programme asks for them
  • Category documents where applicable — death certificate (orphans), disability certificate, minority certificate

Warning: How to Avoid Scholarship Scams

Never pay an agent for a government scholarship form. Applying for every scholarship in this post is completely free through the official website or office. Fake agents, shops and social media pages charge students for "registration", "processing" or "confirmed selection" — this is fraud. No government programme takes scholarship money through JazzCash, Easypaisa or mobile load, and no agent can get you selected.

  • Apply only on the official websites linked in this post (official fund websites and .gov.pk websites). Fake websites copy the names "Ehsaas", "Benazir" and "HEC" to steal your CNIC, documents and money.
  • If a last date, stipend amount or "new scheme" is not shown on the official website, treat it as unverified — do not share your documents on the basis of a WhatsApp or Facebook post.
  • Never share your CNIC number, B-Form or bank details with an unknown page or person for a "scholarship check".
  • If someone has taken money from you in the name of a scholarship, report it to the programme's official helpline and to the FIA Cybercrime Wing.

Frequently Asked Questions

Which is the biggest government scholarship for undergraduate students in Pakistan?

The Benazir Undergraduate Scholarship Project (formerly the Ehsaas Undergraduate Scholarship), run by HEC, is the country's largest undergraduate scholarship project. It supports students in 4 to 5 year undergraduate degree programmes and covers the university tuition fee and a stipend for the full degree duration. HEC's official page currently states that the scholarship portal is closed, so students should wait for the new round to be announced on the HEC website.

Can matric and intermediate students get a scholarship in Pakistan?

Yes. Children of BISP Kafaalat beneficiary families receive quarterly education stipends under the Benazir Taleemi Wazaif programme from primary to higher secondary level. PEEF offers scholarships to students who have passed matric or intermediate with at least 60% marks and meet its income criteria, and every education board awards National Talent Scholarships to its top position holders in the SSC and HSSC examinations.

How can I apply for the HEC Need-Based Scholarship?

You cannot apply to HEC directly. Get the scholarship application form from the Financial Aid Office of your university, fill it in, attach the supporting documents and submit it back to the same office. Students who are already enrolled at a participating university can also apply, and the scholarship money is paid through the university, not directly by HEC.

Is there any fee for applying to a government scholarship?

No. Applying for a government scholarship through the official website or office is free. Never pay any agent, shopkeeper or website that promises a scholarship form, registration or selection for money — these are scams. Always apply only through the official websites linked in this post and read the official advertisement carefully.

How do I check whether a scholarship is open right now?

Always check the official website of the scholarship before applying. Every programme in this post has its official link, and new rounds are announced on those websites and in leading newspapers. If a website or social media post shows a last date that is not on the official website, treat it as unverified.
